The paper says that Glyndwr was guilty because it had not given any reasons for rejecting the advice of planning officers or for going against its own planning blueprint concerning a development in an area of outstanding natural beauty.

The paper reports the council's chief executive JH Parry as saying that although the council had been clearly inconsistent in changing its mind over the application, the Ombudsman had found no evidence that councillors had been improper or taken into account irrelevant considerations.'
