Middlesbrough mayor Ray Mallon will appoint his cabinet of between two and nine 'commissioners' on merit.

He is inviting applications from all councillors for the posts from which he will pick the best, he said after his election.

There will be four principles by which the commissioners will have to abide. First they will assume responsibility for a particular area. Second they will take the lead in cabinet meetings when discussions surround their area of responsibility. They will also relate to the press on issues which fall within their responsibility, and will be responsible for monitoring and making progress in their area.
