Reacting to the Budget today the Local Government Management Board highlighted the pay freeze Mr Clarke announced for the public sector next year. A spokesman said it feared councils will be faced with the dilemma of trying to find some way of increasing pay to attract and keep the best staff. And they fear that maintaining staff morale will become a major problem.

The Board is also examining the likely impact of the changes to employers' national insurance contributions and statutory sick pay rules as well as the impact of the rise in petrol duty.
