Manchester city council fears a financial attack on three fronts according to the Manchester Evening News.

The paper says that council leaders believe they could face a straight cut in funding, changes in the rules used to allocate money under which the city could lose millions and the lowering of the capping limit.

Manchester leader Graham Stringer is reported as saying there had been no indication of what the level of cuts were likely to be, but the city's chief officers have been ordered to put forward theoretical savings of 5%,10% and in some areas of administration 20%.
