programme this morning he was not minded to meet the local demands. 'Why the

local officials have ramped this up by putting out writen instructions is

beyond me,' he said. 'They could have done this formally through the

national officials, but here we are, with the focus on Manchester and my

conern is about the safety of the people of Manchester now.'
