Manchester City Council's ruling Labour group has confirmed a council tax rise of 6.5% and cuts in the leisure and library services in a bid to fill a£9.5m budget gap.

The Manchester Evening News reports (p1) that up to 450 jobs in the direct works department could be at risk because of cuts in capital spending.
