Tim Shand has joined Capita Leasing Services to help develop the firm's presence in the local government leasing market.
Mr Shand joins Capita from RoyScot Trust, a subsidiary of the Royal Bank of Scotland, and will focus his efforts on councils in the north and west of England and the north and west of Wales.
He said: 'There is a lot of potential within local authorities to educate them as to what leasing actually is and how it should be differentiated from other forms of finance.
'Increasingly, local authorities are keenly aware of the need to hit the right balance between cost and quality of service. This means adopting a longer term view and allowing for life-cycle costs and the residual value of assets before choosing their form of finance.'
