Scottish finance minister Andy Kerr has reiterated the Executive's commitment to a 'mixed economy of delivery' at a seminar examining the role of elected members in public private partnerships.

Members from 14 local authorities heard Mr Kerr set the scene for taking PPPs forward in Scotland. 'PPPs are a key tool available to the public sector that can and will make a real difference for the people of Scotland,' said Mr Kerr.

'The Executive remains committed to a mixed economy of delivery and that is why PPP accounts for 13 per cent of our capital programme and less than two per cent of our Scottish budget.

'These projects have been delivered on time and within budget. The secret of PPP is to maintain the asset to a first-class standard for the whole of the contract.'
