Tackling urban congestion and pollution will be a top priority for a Labour government, shadow transport secretary Michael Meacher promised.

The party would introduce a tougher planning regime to end urban sprawl and out-of-town supermarket developments which generate traffic, he said.

The cycle route network would be expanded, and bus regulation would be reintroduced to cut fares, make timetables reliable and extend rural routes.

'The heart of our policy is an integrated transport strategy. The Tories can't offer it because of their hostility to the public sector and because you cannot integrate transport while at the same time privatising, deregulating and fragmenting it,' Mr Meacher said.
