The announcement of greater freedom for councils to decide the nature and scope of members' allowances has been welcomed by the Association of District Councils.

The new scheme, to come into effect on April 1, replaces the restrictive and centrally prescribed scheme introduced in 1991, and follows closely the recommendations of the Joint Working Party on Internal Management.

ADC chair Margaret Singh said the new scheme was an excellent example of what could be achieved by joint working between the department of the environment and the local authority associations.

'I hope the new proposals will enable all councils to pay allowances to councillors according to their own local needs and circumstances and that no citizen will now be deterred from seeking to become a councillor because of possible financial loss.' she added.
