A controversial report from the Confederation of Industry today proposes a merger of north-east England's training and enterprise councils, Business Links advice shops and chamber of commerce, reports the Financial Times (p8).

CBI northern region chairman Hugh Morgan Williams said moves towards regional government in Scotland and Wales, the European Union's emphasis on regions and the government's creation of integrated offices in the English regions can only increase the demand for more regional autonomy.
