The Western Mail (p3) reports that Welsh secretary Ron Davies has ruled that Merthyr Tydfil CBC acted uncompetitively when it put its refuse collection work out to tender. The council has been sent a notice instructing it to ask for bids from private firms all over again.

What's more, even if the council's direct labour workforce is once more successful its bid will still have to be approved by the Welsh Office. What has troubled the Welsh Office is that the council told bidders that any redundancies resulting from a transfer of staff to a private company would have to be at Welsh local government reorganisation rates.

The Welsh Office told the council: 'It appears to him (the secretary of state) that by having stated, prior to the submission of tenders, its view, your authority has acted in a manner having the effect of restricting, distorting or preventing competition.'
