Middlesbrough BC is to be the first to exclude formally known sex offenders from council housing, BBC Radio Four's Today programme reported this morning.

But the Cleveland probation service fears this could increase the risk to the community by pushing offenders underground, Today reported.

Middlesbrough BC housing chair Mike Carr told the programme: 'Our policy is very clearly protective of tenants ... it isn't punitive.

'Where family housing is concerned ... we cannot afford to see the safety and security of our tenants compromised by accommodating paedophiles.'

In a Birmingham city council case, disciplinary action was taken against an officer who warned tenants that a sex offender had been moved into their area, Today reported.

John Hemmings, Liberal Democrats housing spokesman on Birmingham city council said the officer had been made a scapegoat over the issue of housing sex offenders.

'I think there is potentially a duty of care here and maybe the council could be negligent were something to happen, so .. it would be open to being sued.'
