Midland county councils are angry that they have only been allowed to increase their spending by an average of 0.5% while the inner London boroughs received limits of up to two per cent, reports The Birmingham Post (p13).

The Midland counties also believe they are more harshly treated than the South-east, where the government incorrectly assumes that costs, including nationally-set salaries for firefighters, teachers and police, are higher, the paper reports.
