Health secretary Alan Milburn is planning to set up 'supertrusts' to oversee health and social care for the elderly and tackle bed-blocking.

A source close to Mr Milburn said supertrusts would not mean automatic takeovers of social services departments by the NHS.

The source said: 'It's about the powers we have in the 1999 Health Act, using them in a more creative and radical way. Good councils are as keen to see the barriers that cause bed-blocking being broken down as much as we are.'

Local Government Association social affairs head John Ransford said: 'If [Mr Milburn] is talking about bringing services together under joint management that could be very sensible.'
