Ministers drawing up plans for regional devolution want to apply the Greater

London Authority model to the rest of England.

Local government minister Nick Raynsford, who was responsible for the Greater London Authority Act 1999, is keen to use the design for other regions.

This has horrified campaigners who want the Scottish Parliament model. Local Government Association Liberal Democrat group leader Chris Clarke said: 'The Scots are showing they can really make a difference.'
