Legal changes to improve the rights of disabled people and to make discrimination illegal were outlined by the government yesterday, the Times reports (p4).

The Bill has been criticised by disabled groups who say it does not go far enough and that many disabled will remain second class citizens.

The paper says the disabled will have to be given improved access to shops, restaurants, cinemas and the range of public services.
