A consultation paper on pensions suggests executive members and chairs of scrutiny committees could access pension rights.
When the Local Government Act 2000 was going through Parliament some argued councils should be given freedom to determine whether or not to extend pension rights to all members . Ministers resisted the plea.
The DTLR has also published a
Local government minister Nick Raynsford said the allowances proposals are aimed at creating a simpler, fairer system. They include measures for parish councils.
