The office of the schools adjudicator published a decision on

Wednesday 27 November 2002 on proposals put forward by Birmingham

City Council to close Audley Infant School and Audley Junior School

on 31 August 2003 and to establish a new primary school in the same

premises on 1 September 2003.

The adjudicator, Mr John Evans, approved the proposal.

The proposals are part of a programme in Birmingham to merge all

infant and junior schools and provide all-through schools. The

adjudicator has considered the objections from the schools and the

concerns raised by parents and governors. He took into account the

LEA's educational research at national level and school survey

findings at local level and believes that the disruption that would

accompany a merger can be contained. He concluded that the proposal

would deliver a broad and balanced curriculum, would not affect other

schools and would improve standards of educational provision in the

area.

NOTES

1. Schools adjudicators were appointed in response to the School

Standards and Framework Act 1998 to decide on school organisation

issues and admission arrangements which cannot be resolved locally.

Their role is to look afresh at all cases referred to them,

considering each case on its merits and taking account of the reasons

for disagreement at local level in the light of the legislation and

the guidance in the Code of Practice on School Admissions.

School on 31 August 2003 and to establish a new primary school in the

same premises on 1 September 2003.

The adjudicator, Mr John Evans, rejected the proposal.

The proposals are part of a programme in Birmingham to merge all

infant and junior schools and provide all-through schools. The

adjudicator has considered the concerns expressed by the schools,

parents and governors. In rejecting the LEA's proposal to close both

schools the adjudicator concluded that the junior school should be

given an opportunity to build upon gains already made by continuing

as a separate school. Whilst he considered that the proposal would

deliver a broad and balanced curriculum and would not affect other

schools, he was not convinced that it would improve standards of

educational provision in the area, at this time.
