The mayor of Moscow is reportedly 'fuming' at an unexpected heavy snowfall which caught the normally well wrapped up city unawares.

The Daily Telegraph (p15) reports that the Russian Federal Meteorological service predicted balmy weather, but the heaviest April snowfall for 20 years found Muscovites suffering road accidents, power cuts and flight cancellations.

Moscow's mayor Yuri Luzhkov, who is tipped to be the next president of Russia, is said to be furious that the weather forecasters got their predictions so wrong and contributed to chaos in the city.
