The viability of motorway tolls tested in Berkshire yesterday is being investigated by roads minister John Watts, The Daily Telegraph reports (p9).

The system would not be imposed until at least 2002.

The AA argued that tolling could increase pollution and congestion and that they are not the answer to the transport funding crisis.
