Conservative MP for Totnes Anthony Steen has attacked the requirement for 90,000 additional houses to be built in Devon by 2016, claiming they could damage rural parts of the county.

If Devon's allocation could not be changed then all the additional housing should be built in the urban areas of Plymouth, Exeter and Torbay, Mr Steen said.

'We must not let builders concrete over greenfield land simply because it is cheaper for them to do so than to rehabilitate brownfield land,' he said.

Construction minister Nick Raynsford said: 'All the people who are considered in need of housing by 2016 have already been born. Are we to deny them decent housing?'
