A draft agreement for talks between senior officers' union MPO and Unison has failed to win endorsement from MPO's national executive committee.

The NEC last week considered a protocol for a formal relationship between the traditional rivals that would mean a committee of three members from each side to work on areas of common interest.

But MPO decided more work was needed before it could sign the agreement.

A spokesman said the unions were 'not miles apart' and there was nothing that could not be resolved. He would not comment on the source of dissent, saying talks were confidential.

But with overlapping membership at management level, the unions have clashed in the past over recruitment, which is likely to remain sensitive.
