A convicted murderer, who claims he was physically, psychologically and sexually abused while in care as a child, is sueing a council for damages.

The Guardian reports (p5) that Peter Bastin (37) has served nearly 19 years for the murder and buggery of a 10-year-old boy in 1978 - months after leaving Leicestershire CC's care.

He claims his crime was one of the consequences of the abuse inflicted upon him by social worker Frank Beck and two other council employees in children's homes in the 1970s.

The court was told that Beck died in prison in 1994 while serving five life terms for the sexual abuse of up to 200 children.

Bastin's claim for more than£50,000 damages is based on the authority's alleged negligence in its management and administration of its homes.

The authority has accepted that it owed a common law duty to Bastin to prevent him suffering personal injury whilst in its care.

But it does not admit the extent of the abuse alleged nor causation and it claims the case has been brought outside the statutory time limit.

The case continues.
