Winchester City Council has ruled that Richard Huggett cannot change his name to Gerald Maclone to stand against sitting MP Gerald Malone at the general election.

Refusing the application the authority declared the change a 'sham' saying there was no evidence Mr Huggett was known as Maclone before 1996.

Mr Huggett, who collected 10,000 votes when he stood as a Liberal Democrat in the 1994 Euro elections in Devon, plans to appeal against the decision.
