The paper says that Sir Ron Dearing, in his report to be published next month, will recommend up to 20% of the curriculum is made voluntarily by September 1995. Core subjects of English, mathematics and science will be left intact, but only the basics of other subjects will be compulsory.

Education Secretary John Patten is likely to accept the report's proposals in a bid to end industrial action by teachers' unions, says the paper.
