Neath and Port Talbot CBC has given the go-ahead to a scheme which will give a five-pound-note reward to people spotted putting litter in bins, reports The Western Mail (p6).

The campaign will also mean that litter louts see their pictures placed in a 'rogues' gallery' of people convicted of littering the pavements.

The carrot-and-stick approach follows a survey last year in which residents said untidiness was public enemy number one, next to crime.
