The Western Mail reports on Neath MP, Peter Hain's speech at the weekend attacking what he labelled 'the quangia' - a government created Welsh class of people controlling £2.1bn.

'With national government hived off into hundreds of different agenda and local council work sub-contracted to private operators, the whole civic structure decomposing, ' said Mr Hain at the annual dinner of Neath Town Council.

Welsh Secretary, John Redwood, is expected to speak in the Common's today claiming council reorganisation will bring local government closer to local people.
