Infighting between the Treasury and Brussels has been blamed for the freezing of £90m in EU grants to boroughs in east London, reports the Evening Standard (p7).

Negotiations to sort out the problem involve the boroughs, Training and Enterprise Councils, the Government Office for London and local authority associations.
