Steve Freer takes over as chief executive of the Chartered Institute of Public Finance and Accountany today after a month of working alongside the outgoing boss, David Adams.

The Guardian (Society, p47) reports that Mr Freer is taking over as Cipfa is finding new life after recent troubles.

'There is a big opportunity for Cipfa to be a significant influence of public policy. As an illustration, now that the government has got to the stage where best value is being articulated in quite detailed terms, saying this is what is expected of local authorities, it has become very clear that Cipfa's work on the best value accounting is a key piece of the overall jigsaw puzzle.

'It's very difficult to think of any other agency that could have produced that piece of work with the same authority,' he said.
