Hertfordshire police are to employ 12 civilians to do surveillance work on criminals, reports The Guardian (p8).

Surveillance is considered a peripheral police duty and the scheme will free officers to do other work. The civilians, who will not have powers of arrest, will be able to give evidence in court and are likely to receive training in monitoring techniques.
