New directors at Standards for England

Standards for England has appointed Steve Barrow as Director of Standards and Vivienne Horton as Director of Risk.

Both roles are new to Standards for England and their creation is part of a wider restructure to help the organisation fulfil its remit as a strategic regulator.

Steve Barrow

Director of Standards Steve Barrow is responsible for professional standards, knowledge management and quality management.

He has held senior posts in regulation for 15 years, most recently as Head of Football Regulation at the Football Association and previously at the General Insurance Standards Council and the Law Society.

As Director of Risk, Vivienne Horton oversees the department which identifies higher risk authorities, manages relationships with them and helps them to find solutions.

She comes to Standards for England from Macclesfield Borough Council, where she was Chief Executive until its abolition in March 2009.

She has a legal background and over 30 years’ experience in local government.
