Paul Gray has been appointed `head of policy group' at the department of social security with responsibility for advising Harriet Harman on the development of social security policy.

Mr Gray, currently budget and public finances director at the treasury, will head a team of around 500 policy officials based in

London.

The post is immediately below permanent secretary level. He replaces Chris Kelly who was recently promoted to permanent secretary at the department of health.

Mr Gray has spent most of his career in the treasury, but had two years in the private sector with Booker McConnell in the late 1970's.

From 1988-90 he was economic affairs private secretary to the prime

minister.
