A new national committee to oversee emergency response meets for the first time tomorrow, reports the Financial Times (p8).

A joint initiative by local authorities, the home office, police and fire services, meteorological office and industry bodies, the committee will recommend which organisations should be responsible for public warnings, design a national strategy and assess new technology.

Chief emergency planning officer for Hertfordshire CC and committee convenor David Moses said the police had traditionally had the job of alerting the public but did not have the tools to do the job properly.
