The leader of the new unitary council for Glasgow has appealed to Scottish secretary Michael Forsyth for extra funds to prevent a 36 per cent increase in council tax, reports the Financial Times (p8).

Robert Gould, Labour leader of the new authority, has told Mr Forsyth that it faces a dire financial predicament, one of the worst in Scottish authorities, which he blames largely on the reform of Scottish local government.
