Baroness Denton today launched new guidelines on how local councils can successfully transfer their homes to housing associations, based on the experience of the last five years when 118,000 tenants in 23 authorities opted for Large Scale Voluntary Transfer.

Speaking in London, Baroness Denton, said LSVT can bring 'substantial benefits' to tenants, councils and council tax payers: 'But I would not pretend that transfer is an easy or simple business. We do not rule out proposals which do not conform to the guidelines, but significant deviations from the norm should be discussed with my officials at an early stage.
