The structure, responsibilities and work of the Health and Safety Executive/Local Authority Enforcement Liaison Committee (HELA) is explained in a leaflet produced by the Health and Safety Commission.

HELA is a liaison committee which provides a national forum for discussion and exchange of information between the Health and Safety Executive and local authorities on enforcement of legislation and achievement of good health and safety standards.
