Scottish planning laws are being changed to reduce the amount of red tape involved in the demolition of non residential buildings and the erection of road tolls, the Herald reports (p7).

Alan Stewart, the Scottish Office minister responsible for planning said: 'The new controls have been designed to avoid placing unnecessary burdens on the building industry', the paper reports.
