Landlords who cheat the welfare system are the target of legislation to be unveiled next week, reported the Daily Mail (November 9 p28).

The moves are aimed at property owners who continue to claim housing benefit for tenants once they have moved on.

Local councils will be given the power to suspend payments. The onus will then be on the landlord to prove his or her entitlement to the money.

Council fraud squads will be given the same powers as DSS investigators, allowing them to enter a landlord's business premises to inspect documents.
