Schools will be unable to deliver the national curriculum because of budget cuts, the National Governors' Council will tell education secretary Gillian Shepherd on Wednesday, reports The Guardian (P2).

According to the report, Kenneth Clarke, under pressure from the right wing of his party, will be more likely to court support from Gillian Shepherd by giving in to pressure to fund the teachers' pay settlement in full.
