The appointment of Frank Field as number two at the Department of Social Security suggests that the new Labour government will institute radical changes in the welfare system, the Sunday Times reports (page 1, 4 May). As a backbench MP, Mr Field published his own plans last autumn for 'stakeholders' welfare'.This included proposals for a new care pension to finance long term care for the elderly, expanded National Insurance to finance half of the NHS and insurance against unemployment. The Sunday Telegraph (page 37) carries an article written by Mr Field in which he outlines these proposals.
