Herman Ouseley, chairman of the Commission for Racial Equality, becomes Sir Herman following his knighthood in the New Year's Honours list.

He joins two other newly created Knight Bachelors in public administration: John Pickard, chairman of the London Docklands Development Corporation, and Ronald Watson, leader of the Association of Metropolitan Authorities Conservative group.

Sir Herman, previously chief executive of Lambeth LBC, was appointed chairman of the CRE in April 1993.

Geoffrey Filkin, secretary of the ADC since 1991, has been made a Commander of the British Empire.

His award means all three departing association secretaries now have CBEs.
