The New Local Government Network has launched a modernisation programme for local government under the twin banners of delivering change and the new localism.

The think-tank plans to identify the freedoms councils need and how these can be put to best use, as well as illustrate latest best practice on e-government, community regeneration and strategic partnering.

'The agenda has moved on,' said executive director Dan Corry. 'In the past, the NLGN has been too associated with the view that public private partnerships are always appropriate, and that's clearly not the case.

'Also, modernisers like ourselves have tended to see the workforce as obstacles to change, and that's the wrong way to look at it.

'Now the emphasis is on modernisation and change. We want councils to embrace that, and then look at how they can achieve it.'
