The Labour party has said that it will not 'sign a blank cheque' for the Millennium Exhibition, despite warnings that the project is near collapse.

The Independent (p8) reports that Labour's heritage spokesman Jack Cunningham said that the government had failed to come up with a realistic budget and that he would not give an open ended commitment to dip into lottery funds.

Labour's backing for the project is seen as crucial because if the party wins the election, the millennium celebrations will take place under a Blair government, says the paper.

In a weekend of mixed messages from the party on the subject the Independent on Sunday (p2) reported on Labour indications that it would be prepared to bail out the Millennium Exhibition.

Nick Raynsford, MP for Greenwich, said a Blair administration would invest public money in the scheme.

Government sources have described the project as close to collapse unless early agreement is reached about the funding and management of the scheme.
