The Financial Times (p1) reports from Paris, where the Green environment minister, Dominique Voynet, yesterday announced unprecedented restrictions on the use of cars for today. This came after high levels of pollution were found in the city's air.

Only cars with odd-numbered registration plates will be allowed to circulate in the Paris region today and public transport will be free. The action could case disruption, given that three million vehicles enter or leave Paris each day and 1.1m take the ring-road around the city.
