The Independent's (p16) law report describes how Westminster City Council won two applications for judicial review of its decisions.

The Queens' Bench Division ruled that a housing authority has power to decide whether an applicant for housing has the right to reside in the UK in order to decide whether it owes a duty to provide accommodation under the 1985 Housing Act.

It was decided that the council owed no housing duty to either of the applicants for judicial review.
