North Cornwall DC has banned members voting on planning applications in their own wards. This is a step further than the recommendations in the Lees Report which said council planning procedures had suffered in the past from 'incompetence and impropriety'.

The report suggested the council abolish the standing order allowing ward members not on the planning committee to vote on applications in their area. A council meeting agreed members could speak in debates on their area, but substituted the following standing order: 'No member of the council shall be entitled to vote on a planning proposal within their own ward'.
