North Dorset DC chief executive Alan Greaves has pushed through a controversial management restructuring after surviving a vote of no confidence.
Mr Greaves' streamlining proposals involve replacing 10 managers with three directors.
A special council meeting was held and the motion of no confidence defeated by 21 votes to eight with four abstentions. The restructuring was approved by the same margin.
Recruitment for the new positions will begin almost immediately and full implementation of the changes should be in place by early 2002.
Mr Greaves' proposal caused a furious row among councillors. Chairman Della Jones said she was unhappy about the way it was handled, with few councillors aware of the plans: 'I cannot believe it. I know of no other council where this has happened like this.'
