Northumberland CC is expected to have a report into allegations that mentally handicapped children were routinely bound and tied to the beds at a council-run home ready within six to eight weeks, reports The Times (p3), although health department officials are pressing for its early release.

The council launched an inquiry into the Meadowdale home last year following an allegation of sexual abuse. The inquiry has since been expanded to cover a 10 year period.
