A report by the National Society for the Prevention of Cruelty to Children on behalf of the Local Government International Bureau has urged greater co-operation across the European Union on child abuse issues.
The report says the amended EU treaty should include a reference to children, the importance of a Missing Children's Register and the extension of the proposed register of Convicted Sex Offenders to other member states.
The report has gone to the European Committee of the Regions this week.
Baroness Josie Farrington, chair of its education and training committee, said: 'There is a real danger that our young people will be at risk without definite action.'
